We have completed Week 3 of the 2025 Regular Legislative Session.


As we press on, we are making sure our Legislative body knows that The Professional Insurance Agents of Louisiana (PIA), representing nearly 300 member agencies who serve the Property and Casualty insurance needs of over 800,000 families and businesses across Louisiana. There are several bills of interest to PIA of Louisiana as it pertains to insurance. We are sending floor notes to legislators, and also want to inform you of these critical bills we are tracking, including PIA’s positions and talking points – please use this information to contact your Senators TODAY as these bills, status as of this date updated below, have passed House Floor action:

PIA OPPOSES HB 148 by Representatives Wiley and Brown, which requires insurers to provide prior premium amounts with renewals of certain insurance policies and repeals the distinction between competitive and noncompetitive markets with respect to the regulation of insurance rates.

  • Agents oppose this bill because as amended it would give the Insurance Commissioner subjective power to disapprove insurance rates based on personal opinion rather than relying on actuarial data and market competition.
  • Right now, Louisiana law uses objective standards to ensure rates are fair while still encouraging insurers to do business here. If the Commissioner can simply decide a rate is “excessive” or “inadequate” without clear guidelines, it creates uncertainty and political risk for insurance companies.
  • That uncertainty could drive insurers away, reduce competition, and make insurance less available and more expensive for everyone.
  • We support a system based on facts and transparency—not one based on one person’s opinion.
  • We believe the passage of this bill will not attract more insurance companies to Louisiana, increase the availability of Property and Casualty Insurance, nor lower prices for the clients and citizens that we serve every day.

As of this date: HB 148 was amended on the House floor on Wednesday, April 30. The amendment incorporates language of Rep. Carter’s HB 576 which we oppose. PIA of Louisiana opposes the bill as amended. This bill is pending Senate introduction.

PIA SUPPORTS HB 427 by Representatives Dennis Bamburg Jr., Amedee, Berault, Billings, Boyer, Butler, Carlson, Carrier, Carver, Chenevert, Coates, Davis, DeVilliar, Dickerson, Domangue, Edmonston, Egan, Emerson, Firment, Galle, Glorioso, Henry, Horton, Mike Johnson, Jacob Landry, McFarland, McMakin, Owen, Schamerhorn, Schlegel, Wilder, and Wyble), which provides for a reversionary trust.

  • We support this bill because it creates a fair and responsible way to manage money awarded for future medical expenses through a reversionary medical trust.
  • Instead of giving a lump sum that might be spent improperly, the trust only pays actual medical bills as they come in, ensuring the money is used for true medical needs.
  • If the injured person passes away or no longer needs care, any leftover funds return to the party that funded the trust, preventing waste and reducing incentives for inflated claims.
  • This promotes accountability, fairness, and lower insurance costs over time.
  • We believe the passage of this bill will attract more insurance companies to Louisiana, increase availability of Property and Casualty Insurance, and lower prices for the clients and citizens that we serve every day.

PIA SUPPORTS HB 450 by Representatives Melerine, Amedee, Bacala, Bagley, Bamburg, Beaullieu, Berault, Billings, Bourriaque, Boyer, Butler, Carlson, Carver, Chenevert, Coates, Cox, Crews, Davis, DeShotel, DeVillier, Dickerson, Domangue, Echols, Edmonston, Egan, Emerson, Firment, Galle, Glorioso, Hebert, Henry, Horton, Mike Johnson, Mack, McFarland, McMahen, McMakin, Orgeron, Owen, Romero, Schamerhorn, Schlegel, Tarver, Turner, Villio, Wilder, Wyble, and Zeringue, which provides relative to evidentiary presumptions in personal injury claims.

  • We support this bill because it eliminates automatic assumptions that an accident caused an injury just because someone was healthy before and hurt afterward.
  • Instead, it requires real proof that the accident directly caused the injury—not just a "reasonable possibility."
  • This change makes lawsuits more honest, reduces questionable claims, and helps lower insurance costs by making sure damages are based on solid evidence, not assumptions.
  • We believe the passage of this bill will attract more insurance companies to Louisiana, increase availability of Property and Casualty Insurance, and lower prices for the clients and citizens that we serve every day.

PIA SUPPORTS HB 34 by Representative Brian Glorioso, which provides for transparency in medical expenses.

  • We support this bill because it helps fight inflated medical costs in auto insurance claims.
  • It lets both sides show what was actually billed and what was actually paid for medical treatment and allows experts to testify about whether the charges are reasonable.
  • It also makes agreements like letters of protection—where providers and attorneys often inflate bills—admissible evidence in court.
  • This transparency will help juries see the true cost of care, reduce exaggerated claims, and lower insurance premiums for everyone by making the system fairer and more honest.
  • We believe the passage of this bill will attract more insurance companies to Louisiana, increase availability of Property and Casualty Insurance, and lower prices for the clients and citizens that we serve every day.

PIA OPPOSES HB 248 by Representatives Roger Wilder III, Carlson, Chenevert, Dickerson, Edmonston, Egan, Mike Johnson, Melerine, Turner, Wright, and Wyble, which provides for confidential information relative to public inspection.

  • Agents oppose this bill because it takes away an insurer’s right to protect their own confidential, trade secret, or proprietary information and instead puts that power solely in the hands of the Insurance Commissioner.
  • This creates a huge risk that sensitive company data could be exposed publicly, harming competition and discouraging insurers from doing business in Louisiana.
  • Companies need to be able to protect their internal strategies, pricing models, and underwriting methods—not leave those decisions up to political appointees.
  • If insurers can’t trust Louisiana to protect their confidential information, they may choose not to offer coverage here, leading to less choice and higher prices for consumers.
  • We believe the passage of this bill will not attract more insurance companies to Louisiana, increase availability of Property and Casualty Insurance, nor lower prices for the clients and citizens that we serve every day.

PIA SUPPORTS HB 431 by Representative Emily Chenevert, Amedee, Bacala, Bagley, Bamburg, Beaullieu, Berault, Billings, Boyer, Butler, Carlson, Carver, Coates, Cox, Crews, DeVillier, Dickerson, Domangue, Echols, Edmonston, Egan, Emerson, Firment, Gadberry, Galle, Henry, Horton, Mike Johnson, Jacob Landry, Mack, McFarland, McMahen, McMakin, Melerine, Owen, Riser, Shamerhorn, Schlegel, Wilder, Wright, and Wyble, which provides relative to modified comparative fault.

  • Right now in Louisiana, even if someone is mostly at fault for their own accident, they can still collect some money from others. This bill would change that. Starting in 2026, if a person is 51% or more at fault, they wouldn’t be able to collect anything.
  • The idea is to make the system fairer by saying if you’re more responsible for what happened than anyone else, you shouldn’t be able to sue and get paid. It’s meant to cut down on questionable lawsuits and help keep insurance costs under control.
  • We believe the passage of this bill will attract more insurance companies to Louisiana, increase availability of Property and Casualty Insurance, and lower prices for the clients and citizens that we serve every day.

PIA SUPPORTS HB 435 by Representatives Peter Egan, Edmonston, Firment, Galle, and Wyble, which provides limitations relative to claims for general damages.

  • HB 435 puts a $5 million limit on payouts for pain and suffering in injury lawsuits. It doesn’t touch things like medical bills or lost wages. It’s all about keeping crazy jury awards in check so insurance rates don’t skyrocket.”
  • We believe the passage of this bill will attract more insurance companies to Louisiana, increase availability of Property and Casualty Insurance, and lower prices for the clients and citizens that we serve every day.
